# Who can act with each agency

Social Security requires its own representative payee appointment to manage benefits. A power of attorney does not replace it. Other agencies distinguish information access, claims representation and benefit management. Compare each permission below for today, incapacity and after a death. The agency confirms the authority it accepts.

- Free. No account needed
- Official agency sources

## Which agency permissions do you want to compare?

Your answers

Which agency do you want to review?
- All agencies
- Social Security Administration
- Railroad Retirement Board
- Internal Revenue Service
- Medicare
- Veterans Affairs
- OPM retirement
- United States Postal Service
- Thrift Savings Plan

Agency permissions cover different tasks. Read the scope and limits for every route.

Which situation do you want to focus on?
- All situations
- While you can decide
- If you cannot decide
- After a death

This changes the situation column. It keeps every permission route and caution for the selected agency. CSV keeps all three situations.

| Social Security Administration. Representative payee | **Scope** Receive and manage Social Security or SSI benefits when SSA decides the beneficiary cannot manage or direct their management. **Conditions** A power of attorney, joint bank account or claims-representative appointment does not replace SSA payee appointment. **SSA's words** [<q data-source-quote>Being an authorized representative, having power of attorney, or a joint bank account with the beneficiary is not the same as being a payee. These arrangements do not give legal authority to negotiate and manage a beneficiary's Social Security and/or SSI benefits. Give them to the estate's legal representative, or ask the probate court for instructions. | **End of authority** After death, conserved funds pass to the estate rather than remaining under ongoing benefit management. | **Related guide** No separate guide | [Social Security Administration](https://www.ssa.gov/payee/faqrep.htm); [Social Security Administration](https://www.ssa.gov/OP_Home/handbook/handbook.16/handbook-1622.html); [Social Security Administration](https://secure.ssa.gov/poms.nsf/lnx/0200502115) |

## What should you confirm with the agency?

### Does a power of attorney work with every agency?

No. Social Security distinguishes a representative payee from a power of attorney or claims representative. Other agencies have their own rules. Read the specific permission and ask the agency to confirm authority.

### Does an authorization continue after a death?

It depends on the permission. IRS guidance says a pre-death Form 2848 or 8821 expires at death. SSA describes limited continuation for an appointed representative in a pending case. Confirm the specific route.

### What does Not published mean?

We did not verify that field in the cited official sources. It does not establish that authority exists or ends. Use the linked office to confirm current requirements.

### When should I review these permissions?

Return when circumstances, agency instructions or forms change. We recheck form revisions and published processing times every quarter. The calendar download sets a voluntary source review, not a filing deadline.

## How does this tool work?
- **What it does**

Compare agency permissions, official forms and limits before and after death.

- **How it decides**

Choose an agency to show its permission routes. Choose a situation to focus the lifecycle column. Every route and caution stays available for that agency. The CSV retains all three situations. A displayed row does not grant authority or select a form. The full reference remains readable without scripts.

- **Your answers**

Your answers stay in this browser. Anonymous tool-use counts contain no answers. A copied link includes your answers in its fragment. Share links and downloads only with people you choose.

- **What it is based on**

It uses [Social Security guidance](https://www.ssa.gov/payee/faqrep.htm) and the official agency instructions and regulations linked in each row. Social Security's exact power of attorney statement appears with the payee row. We recheck form revisions and published processing times every quarter, and other rules at least yearly. We recheck each official source at least once a year and update this page when one changes.

- **What it doesn't do**

This reference describes agency permissions. It does not decide capacity, grant authority, choose a legal document, fill a form or submit paperwork. Ask each agency about its requirements. Where state law decides authority, talk with a lawyer in your state. A calendar item is a voluntary source review, not a filing deadline. It covers the United States. This is general information, not legal, medical or financial advice.
